13.1. PURPOSE
The purpose of this provision is to establish procedures that govern various shipboard operations and activities associated with the Safety, Quality and Environmental management programmes. These activities, including operations and maintenance, are planned to ensure that they are carried out under specified conditions for effective control and implementation of SQEMS. Such procedures and controls have been documented to ensure that Company policies and objectives are complied with.
In case of new buildings, Company staff in attendance during sea-trial must confirm that results of various tests related to speed, consumption, and other CP requirements can be complied.
13.2. SCOPE
This procedure shall apply to all activities, and or operations that are associated with safety, quality and significant environmental aspects, which the company would like to manage through SQEMS. This shall also address the environmental concerns related to office activities.
13.3. VESSEL OPERATION POLICY (ISM Code 1.4.2 & 10.3/10.4)
- It is Company Policy to ensure that all vessels within the managed fleet are readily available for service per Customer’s instructions and in accordance with national and international requirements.
- This policy comprises all aspects of a vessel's operational capability, including the vetting of senior personnel as part of crew recruitment process, maintenance, outfitting, stores and supplies, etc., and is geared towards ensuring that the vessel performs with minimum delays, exposure to damage and off-hire.
- In case of new buildings, Company staff in attendance during sea-trial must confirm that results of various tests related to speed, consumption, and other CP requirements can be complied.
- An integral part of this policy is day to day monitoring of fleet vessels which includes:
- Regular reporting of ship's position at pre-agreed times and intervals;
- Regular reporting of ship's performance;
- Reporting of any serious operational problems incurred by vessels;
- Prompt response to any request from ship's Captain for assistance;
- General assistance to the ship's Captain in the receipt of clear and concise sailing instruction and any special instruction regarding cargo and / or equipment handling.
- The Policy is emphasized by ensuring that Company has enough access to experienced and qualified personnel who are available and capable to monitor the operating performance of fleet vessels and to implement actions as described above, always and respond to vessel requirements as above whenever necessary.
- OMP and SMP shall be referred for further elaborations on the following:
- Operational issue, in general
- Monitoring of Customer Perception, and
- Customer Related Processes, in particular
13.4. CARGO HANDLING & CARGO CARE
- The Company acknowledges that while many cargo related matters are not within its control, the staff is capable and shall contribute to safe carriage and efficient out-turn of cargo carried on board all fleet vessels.
- It is also recognised that a certain amount of such cargo requires expert knowledge and that any appropriate information available to the Company should be conveyed to the Captain, as required.
- As a part of this assistance, the Company will endeavour to:
- Furnish the Captain with advice regarding a specific cargo to be carried, including special precautions to safeguard the vessel, her crew and third-party interests;
- Ensure that the vessel is technically equipped to handle the intended cargo.
- In addition, the Company shall provide all Captains with clear instructions on how to deal with any cargo shortage or cargo claims and that all instructions received are in accordance with the terms of the relevant charter party.
- For further elaboration on this issue, reference shall be made to the ships type specific Cargo Handling Manual (CHP).
13.5. ENVIRONMENTAL PROTECTION & POLLUTION PREVENTION (ISM Code Preamble 1 & 3.2 / 7.0)
- The Company shall initiate measures, which will prevent or reduce pollution of the environment. The Company has adopted, implemented and enforced Waste Management Procedures as part of the SQEMS for each managed vessel. Comprehensive and detailed procedures for waste management shall incorporate key components of the management plans.
- The economic consequences of neglecting the rules and regulations in this field can be immense. It is, therefore, of utmost importance that the officers and crew establish proper routines, which reduce the risk of pollution of any nature.
- The Captain and Chief Engineer are responsible for ship's adherence to the rules and regulations governing the territorial waters in which the vessel calls. They are also responsible for strict adherence to instructions and guidelines from the Company, Charterers and Port Authorities to prevent/reduce pollution and dumping of waste and refuse.
- The Captain shall take an active part in motivating his crew to develop a positive attitude towards environmental protection and pollution prevention.
- Shipboard procedures for the protection of environment shall include the prevention of pollution by the following items:
- Oil, Cargo and Oil/ Cargo residues from cargo spaces
- Bilge and oil (residue) from Engine Room
- Garbage
- Sewage
- Ballast Water
- Air Exhaust
- Chemicals and harmful substances in packaged form as Cargo
- Gas, Gas Cargo from cargo spaces (as Applicable)
- Chemical Cargo (As Applicable)
- The Chief Engineer & Chief Officer shall maintain and hold the pollution prevention equipment in good condition as specified in SOPEP.
- For detailed instructions, requirements and regulations, reference is made to the ship specific procedures found in different manuals and supporting documentation.
